Details:
On November 8, 2025, Deputy Mathias Frank was contacted by Blessing Hospital regarding a new born baby needing medical care. Medical personnel advised the parents, (including father Carter Campen and the mother, a 17 year old juvenile), of the new born had been advised the baby was losing weight and may need to be hospitalized. However, the parents had missed one previous appointment and had failed to show up the morning of November 8th, 2025. Deputy Frank was asked to insure the welfare of the baby. He made contact with the parents and advised they needed to take the baby to Blessing Hospital.
Deputy Frank investigated the matter and the Missouri Children's Division was also contacted. They returned to the home of the parents in Canton and the parents had still failed to take the baby to the doctor's office as previously requested by both medical professionals and Deputy Frank. Based on this information and after consultation with the medical professionals, the baby was taken into protective custody and transported to Blessing Hospital, by the Missouri Children's Division.
The baby was examined and found to have acute and severe diaper rash and concerning loss of weight.
Deputy Frank returned to Canton and arrested Carter Campen for child abuse and neglect. He then sought formal charges through the Lewis County Prosecutor Chelsea Fellinger.
PA Fellinger charged Mr. Campen with the class B felony of endangering the welfare of a child and the class B felony of abuse or neglect of a child.
The Honorable Corey Moon, Associate Judge, then issued a warrant for Mr. Campen. Campen was lodged in the Lewis County Jail on November 8, 2025 and released on November 10 2025, after posting bond.
The juvenile mother was referred to the juvenile authorities.
