Lewis County Circuit Court Sentencing (August 13, 2026)

The Second Judicial Circuit Court, sitting in Lewis County, recently finalized sentencing in the criminal case involving Joshua A. Campbell, age 33, of Lewistown, Missouri.

Campbell appeared in front of Circuit Judge Matthew Wilson and was sentenced to 25 years in the Missouri Department of Corrections on one felony count of Statutory Sodomy or Attempted Statutory Sodomy - Deviate Sexual Intercourse with a Person Less Than 14 Years of Age.

Campbell was also sentenced to 15 years in the Missouri Department of Corrections on each of three additional felony counts of Child Molestation in the Second Degree involving a child less than 12 years of age.

Campbell was arrested in January 2024 and has remained incarcerated since his arrest.

The Lewis County Sheriff's Office was assisted by the Missouri State Highway Patrol Division of Drug and Crime Control during this investigation.

The Lewis County Sheriff's Office would also like to recognize Lewis County Prosecuting Attorney Chelsea Fellinger for her dedication to the victims involved in this case and her work throughout the prosecution.

The Second Judicial Circuit Court, sitting in Lewis County, recently finalized sentencing in the criminal case involving James D. Starr, age 36, of La Belle, Missouri.

Starr appeared before Circuit Judge Matthew Wilson and was sentenced on felony charges of Failure to Register as a Sex Offender and Probation Revocation.

Starr was ordered to complete a 120-day shock incarceration program through the Missouri Department of Corrections, with a four-year backup sentence.

Starr was also placed on five years of supervised probation, contingent upon the successful completion of the 120-day program.

This case was investigated by Lewis County Sheriff's Office Deputy Mathias Frank, who is commended for his dedication to ensuring registered sex offenders in Lewis County remain compliant with the requirements of Missouri law and are held accountable when violations occur.
